Terms of Reference for National SBC design on WASH implementation training
I. Introduction and Justification
Population Media Center is a US-based international nonprofit organization implementing gender inclusive C4D WaSH and Nutrition interventions. Enhancing knowledge, shift attitudes and encourage positive WaSH and Nutrition behavior through multimedia behavior change communication interventions in development and emergency settings.
Population Media Center -Ethiopia (PMC-E) in partnership with the United Nations children’s fund (UNICEF) has been implementing gender-inclusive C4D WASH and Nutrition interventions in six regions: SNNPRS, Oromia, Gambela, BenshangulGumuz, Sidama, and Afar Regional States.
Social and behavior change is one the main cross cutting programs that are used to uplift the progress and realization of each program set within the Sustainable Development Goals through engagement of communities at the center. Therefore, this training has been planned to accelerate and develop skills and knowledge required to perform effectively and makes sure that SBC interventions and demand generation gain more importance within community engagement. Moreover, it helps stakeholders to prioritize and implement SBC through introducing practical concepts and implementation tools. These will allow better implementation of key flagships, and priority thematic area results, of the country such as ending open defecation, stop stunting, end child marriage, and access to learning for all children, and other thematic areas, including immunization and humanitarian intervention.
II. Rationale of the preparation and training delivery:
The purpose of the preparation of training guide/manual and provision of this training is to help trainee WASH-SBC program providers and professionals to have standard and harmonized facilitation skills, that help every user easily understand, comprehend, and apply the skill, knowledge, and strategy of SBC training. This training and the guides developed will increase user’s participation because of its practical approach to help them share their experience and implement flagship and other program priorities.
III. Purpose of the consultancy contract:
The UNICEF ECO-supported WASH and Nutrition program under Population Media Center the national WASH-SBC design training preparation and deliberation aim to build capacity of FMOH and FMOE and WASH program actors SBC skilled trainees by journey them through the overall SBC concept, and approaches for effective program implementation.
IV. Objectives:
General Objective:
To develop training guide/manual and Conduct SBCC design on WASH implementation training at the national level for Ministry of health and education staff.
Specific objectives: these include but are not limited to
- develop/adopt WASH-SBCC targeted training guide/manual and power point presentation material.
- The training participants will enable to be familiarize and harmonize to define and describe key SBC concepts, the elements, SBC models, theories, approaches, methodologies and tactics.
- help them to have standard or uniform facilitation skills, to help every user easily understand, comprehend, and apply the developed manual/guide during provision of SBC training.
- equip the participants with knowledge and skills to effectively disseminate key hygiene messages in the community including what people can do to prevent and control the spread of diseases and the proper use of water.
- enable the participants to transform and be agents of change in promoting appropriate and desirable hygiene and sanitation practices.
- enable the participants to understand the causes, transmission routes,
prevention, management & control of WASH related diseases using health promotion models
V. Skills and Experience Required of Consultant
The expert for this assignment should have the following profile, skills, and expertise:
- The consultant should have a minimum of a master’s degree in Health promotion and communication, PhD is a plus, Health behavior Science fields, Environmental Health, and public health disciplines.
- Demonstrated experience in undertaking similar tasks
- Demonstrated knowledgeable practice of working at national, regional, nongovernmental, and community-based organizations
- Successful proven track record designing behavior and social change communication strategies, conceptual frameworks, and messaging on WASH-SBC or related subject matter, which show measurable social impact or behavior change;
- Demonstrated knowledge of government institutions/sectors and multi‐stakeholder engagement including regional state WASH sector SBC program delivery.
- Demonstrated training skills for example conducting individual, organizational and or team trainings
- Proficient experience in conducting SBC workshop and management, including participatory exercise and teaching.
- Minimum 8-10 years of proven work experience in health promotion and communication teaching aid preparation and trainings
- Good team practice and integration with the professional skill efficiency.
VI. Competences
- Strong analytical skills, excellent organizational, communication and writing skills.
- Excellent writing and oral communication and presentation skills in English
- Demonstrated understanding of issues related to communities and stakeholder engagement.
VII. Key deliverables
- An inception report including a detailed work plan and timelines, detailed methodology, a report format of the training guideline/modules to be submitted within 5 days from the commencement of the assignment.
- Draft modules for the thematic areas.
- Final training modules including PPT (Hard and soft copies‐ the soft copies should be in both editable and PDF versions)
- Training guidelines with clear content and tools
- Training workshop report of the thematic areas.
VIII. Methodology
- Develop timeline and deliverables for developing the SBC
- Review current SBC Communication materials and all other relevant documents
- Conduct a desk review and assessment of existing WASH-SBC training interventions
- Develop and review the SBC training manual
- In collaboration with the FMoH, UNICEF and Population media center organize and conduct a three-day capacity building training for key stakeholders/partners.

IX. Intended Audience
This ToR is being prepared to hire national SBC consultants to support the preparation and deliberation of WASH-SBC materials and training at national level to strengthen and capacitate the WASH-SBC system and capacity at national and regional level. The audience of this SBC training is the national and Regional WASH SBC program coordinating sector line bureaus particularly community and school WASH program SBC promoting organizations.
X. Time Schedule
The Assignment shall be expected to be completed within a maximum of 20 days ( total preparation of training manuals and training delivery) from date of commencement of the agreement. Hence the consultant will provide a detailed time schedule for the task and delivery of the outputs. The schedule will be agreed upon by the two parties (consultant and Client).
